NOTIFICATION REGARDING APPLICATION FORMS FOR J&K COMBINED COMPETITIVE (MAIN) EXAMINATION , 2009

J&K COMBINED COMPETITIVE (MAIN) EXAMINATION, 2009

Ř  Important: The Commission have developed an electronically scanable Application Form for the Combined Competitive (Main) Examination, which can be processed on computerized machines. This Application Form, along with syllabus for the (Main) Examination, instructions, for filling up the Application Form, Acknowledgement Card and an Envelope for submitting the Application Form, will be available at the Commission Offices at Pragati Bhawan Rail Head Complex, Jammu/Polo Ground, Srinagar.

Ř  Candidates should read all the eligibility conditions prescribed for the examination. Candidates are advised to go through the instructions before filling in the Application Form.

Ř  Last date for receipt of Application Forms, complete in all respects, in the Commission offices indicated above, is 30.10.2009.

Ř  Candidates are advised not to wait till the last date. They are advised to submit their Application Forms at the earliest so that it reaches the Commission office in time.

Ř  The Commission will not be responsible for any postal/courier delays and any Application Form received after the above prescribed last date, shall not be entertained.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

1.      Applications, on prescribed forms, are invited from permanent residents of J&K State for the Main Examination of J&K Combined Competitive Examination, 2009 for direct recruitment to the posts in the pay band of 9300-34800+4800 (Grade pay)  in the below services, in accordance with SRO 387 dated 01.12.2008, read with SRO 397 dated 15.12.2008 and J&K Public Service Commission ( Conduct of Examination) Rules, 2005.

 

A.      Junior Scale of J&K Administrative Service;

B.      J&K Police (Gazetted) Service;

C.      J&K Accounts (Gazetted) Service;

2.      The details of the number of vacancies to be filled up is as under:-

*Six posts in Junior Scale of J&K Administrative Services and two posts in J&K Accounts (Gazetted) Service in Horizontal Reservation have been earmarked for selection of candidates from the category of Physically challenged persons in terms of SRO -294 of 2005 read with Govt. order No. 62-SW of 2001 dated 13-03-2001.

 

3.      Plan of Examination: The Combined Competitive (Main) Examination, 2009, will consist of two successive stages:

Written and interview, for selection of candidates for various services and posts indicated above.

Candidates who have been declared by the Commission, to have qualified the Preliminary Examination only are eligible for admission to the Main Examination. Dates for conducting of Examination, will be notified in due course. The short listed candidates have to apply on the prescribed Application Form for the Combined Competitive (Main) Examination, which are available at the Commission offices at Srinagar/Jammu.

4.      How to obtain the Application Form: The Candidates seeking admission to the Main Examination can obtain the prescribed Application Form, syllabus of the Main Examination, instruction for filling the Application Form, acknowledgement card and an envelope for submitting the Application Form, from the offices of J&K Public Service Commission, Pragati Bhawan, Rail Head Complex, Jammu/Polo Ground, Srinagar, on payment of Rs. 200/- in the shape of crossed Bank Draft drawn from J&K Bank Ltd. only, payable to Controller of Examinations, J&K Public Service Commission.

·         The candidates are advised to bring with them Roll No Slip/Admit Card of Preliminary Examination, as proof of their identification for obtaining Application Form.

 

5.      Eligibility Conditions: The conditions of eligibility and age limits etc., as laid down in the Notification, SRO 387 dated 01.12.2008, read with SRO 397 dated 15.12.2008 shall be as under:-

A Candidate:

a)      should have qualified the Combined Competitive (Preliminary) Examination, 2009.

b)      must be a permanent resident of J&K State; and

c)      must hold a Bachelor’s Degree in any subject from a recognized University in India or from a Foreign University declared by Government in consultation with the Commission to be equivalent to a degree of a recognized University.

Provided further that candidates in respect of J&K Police (Gazetted) Service should possess the following physical standards also, namely:

IV. Age Limit:

a)      A candidate must have attained the age of 21 years and must not have attained the age of 35 years on 1st January 2008 i.e. a candidate must have been born not earlier than 01.01.1973 and not later than 01.01.1987.

b)      The upper age limit prescribed shall be 40 years, if the candidate:

(i)                 belongs to Scheduled Castes/Scheduled Tribes/Other Backward Classes; or

(ii)               is a handicapped person, as defined under SRO 294 dated 29.10.2005; or

(iii)             is a person holding a civil post in the ‘State’ in a substantive capacity, or, in a temporary capacity continuously for at least three years.

Explanation: Civil post in the state includes, High Court of J&K, J&K Legislature, Corporations wholly or partly owned by the State Government and autonomous bodies of the Government.

F Note: Persons appointed on adhoc basis, on contractual basis or holding contractual appointment or persons working as Rehbar-e-Taleem cannot be treated as in-service candidates for purposes of Combined Competitive Examination.

 

6.      Fee: The requirement of paying fee for the main examination,2009 has been dispensed with vide notification no. PSC/EXM-09/01 dated 13.01.2009.

     

7.      How to apply:

i.        Since the Application Form is to be electronically scanned, due care should be taken to fill up the Application Form neatly and correctly. (while filling up the Application Form, please refer to detailed instructions given in the instruction booklet).

ii.      The candidates are required to get the Application Form duly filled in. Photograph, duly attested, should be pasted (Not Stapled in Any Case) at the space provided in the Application Form. It should then be submitted along with a photocopy of the original form.

iii.    They are further advised to attach attested copies of documents/testimonials with the photo-stat copy of the Application Form and not with the original form

iv.     The candidate should also fill up the data/information at relevant spaces of the Acknowledgment Card along with their Form Number and the name of examination

v.       In case of Application Form submitted by post, the Acknowledgement Card should bear postage stamps of Rs. 5/-.

vi.     Application Form, duly filled in and its Photostat copy and the Acknowledgement Card, along with the documents/testimonials etc. shall have to be submitted in the Commission office at Jammu/Srinagar personally or mailed in the special envelope supplied for the purpose, by registered post to the address of the Controller of Examinations, J&K Public Service Commission, Pragati Bhawan, Rail Head Complex, Jammu/Polo Ground, Srinagar, before the last date notified for the purpose.

vii.   The envelope should be superscribedCombined Competitive (Mains) Examination, 2009” in the block letters.

viii. A candidate already holding a civil post in the state shall submit his Application Form through Head of his/her Office with an advance copy of the Application Form directly to the Commission.

ix.     In case the Commission receives an intimation withholding permission from the employer in respect of the candidate applying for appearing in the Combined Competitive Examination, 2009 his/her Application Form shall be rejected and candidature cancelled. Such a candidate may, however, be allowed to appear in the examination as a fresh candidate subject to the conditions that the candidate is otherwise eligible under rules.

The following documents are necessarily required to be attached with the Photostat copy of the Application Form:

 

(i)                 Attested copies of:

(a)   Matriculation or Secondary School Leaving Certificate as proof of date of birth;

(b)   Educational qualification certificate;

(c)    Permanent Residence Certificate;

(d)   Certificate of belonging to SC/ST/OBC/PHC.

(e)   Certificate of holding of a civil post under the state as required, under SRO 387 dated 01.12.2008 ,for seeking age relaxation, (if relevant).

(f)     PHC category candidates should furnish the disability certificate on the proforma appended to this notification.

(g)   Character Certificate issued by the Head of the Educational Institution or University last attended by the candidate.

(h)   In case of a candidate already in Government Service, a character certificate issued by the concerned Head of the Office.

 

(ii)               One recent passport size photograph of the candidate, duly attested by a Gazetted Officer and pasted at the space provided in the Application Form;

            Note 1: Copies of documents submitted by the applicant shall bear the self-attestation by the candidate as well as of the Gazetted Officer attesting the same, with his signature, name and designation.

            Note 2: The candidates are advised to write their complete postal address including Pin Code to facilitate quick postal deliveries.

 

7. Last Date for receipt of Application Form:

i.        The Application Forms shall be received at the counters set up for the purpose, in the Commission Offices located at Pragati Bhavan, Rail Head Complex Jammu/Polo Ground, Srinagar on all working days (Monday to Friday) from 10 A.M to 3 P.M up to 30.10.2009, which shall be the last date.

ii.      Application Forms received after the last date viz. 30.10.2009 will not be entertained, under any circumstances, whatsoever, and all such Application Forms will be deemed to have been rejected without further notice.

Note: The Candidate should, therefore, ensure that the Application Forms reach the Commission Offices by any means on or before the prescribed last date.

Ř  The Admission to the Combined Competitive (Mains) Examination, 2009 shall be purely provisional subject to the determination of the eligibility, as prescribed under rules.

 

8. Acknowledgement of Application Forms:

        i.            Candidates, who personally submit their Application Form at the Commission counters, will be issued an acknowledgement duly stamped, and signed by the counter/receipt assistant in token of receipt of Application Form.

      ii.            In respect of Application Forms received by post, the acknowledgement card duly filled in by the candidate will be dispatched to him/her duly stamped and signed by Receipt Assistant.

    iii.            If a candidate does not receive the acknowledgement card within 15 days, he should, at once, contact the Controller of Examinations, J&K Public Service Commission quoting his/her Application Form number.

The mere fact that the Commission office has acknowledged a candidate’s Application Form does not mean that the Commission has accepted his candidature for the examination.

 

9. Date of Examination:

        I.            The Mains Examination will be held at Jammu & Srinagar simultaneously on such dates as will be notified separately by the commission.

      II.            The date of holding the examination can be changed, to a later date, at the discretion of the Commission, if required for any unavoidable reasons.

    III.            Any change in the date of examination shall be notified through media well in advance.

 

10. Centre of Examination:

        I.            The Examination will be held at different centres located in Jammu and Srinagar cities.

      II.            The allotment of centres shall be at the sole discretion of Commission and, once a centre is allotted to a candidate, request for change of centre will neither be entertained under any circumstances, nor the Commission will reply any such communication.

 

Note:

        i.            The Candidate should carefully mention about his/her choice for the centre viz. Srinagar/Jammu and the optional subjects for the examination while filling the Application Form.

      ii.            If a candidate records more than TWO optional subjects and/or more than one centre in his/her application, his/her Application Form will be rejected.

    iii.            While every endeavor will be made to allot the candidates, the examination centres of their choice viz. Srinagar/Jammu, the Commission may, at their discretion, allot a different centre to a candidate, where circumstances so warrant.

 

11. Withdrawal of Application: No. request for withdrawal of candidature received from a candidate, fifteen days after the last date for submission of Application Form will be entertained, under any circumstances.

12. Correspondence with the Commission: The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases:

i. If a candidate does not receive the admit card or any other communication regarding his candidature for the examination 15 days before the conduct of examination, he/she should at once contact the Commission office at Pragati Bhawan, Rail Head Complex, Jammu/Polo Ground Srinagar for obtaining a duplicate copy of Admit Card.

Change in address, if any, should be communicated to the Commission at the earliest. Although the Commission would make every effort to take account of such changes, it does not take any responsibility in this regard.

Ř  Important: All correspondence with the Commission should, invariably, contain the following particulars:

a.      Name and Year of Examination;

b.      Application Form number;

c.       Full name of the candidate (in Block Letters); and

d.      Complete postal address as given in the Application Form.

 

GENERAL INSTRUCTIONS

1.      Candidates should fill up the Application Form carefully.

2.      No column of Application Form should be left blank.

3.      Incomplete and incorrectly filled Application Form shall not be entertained. No representation or correspondence regarding such rejection shall be entertained under any circumstances.

4.      If a candidate receives an admit card in respect of some other candidates on account of handling error , the same should be brought to the notice of Commission immediately.

5.      No candidate will be allowed to take the examination on the basis of an Admit Card issued in respect of another candidate.

6.      The candidate should also note that their admission at all stages of examination will be provided, subject to their fulfilling the prescribed eligibility conditions.  

7.      If it comes to the notice of the Commission, any time before or after the Main Examination, or Interview, that the candidate does not fulfill any of the eligibility conditions and the candidate has claimed eligibility based on misrepresentation, fraud or concealment if material fact or impersonation, his/her candidature for the examination shall be cancelled and he/she shall be also liable for prosecution/disciplinary action by the Commission.

8.      Any change of address given in the Application Form should, at once be communicated to the Controller of Examinations, Public Service Commission.

9.      Candidates are requested to arrange for the redirection of communications to their new address, if necessary.

10.  The Commission makes every effort to take account of change in a candidate’s address, but cannot accept any responsibility in the matter.

11.  Candidates must be in sound bodily health. They must, if selected , be prepared to undergo such medical examination and satisfy such medical authority, as the Government may require.

12.  Canvassing, in any form, shall disqualify a candidate.

 

13. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT.

            Candidates are warned that they should not furnish any particulars that are false or suppress any material information. In filling up the Application Form candidates are also warned that they should, in no case, correct or alter or otherwise temper with any entry in a document or its attested/certified copy submitted by them, nor should they submit a tempered/fabricated documents.  If there is any inaccuracy or discrepancy between two or more such documents or their attested /certified copies, an explanation regarding this discrepancy should be furnished .

 

A candidate who is or has been declared by the Commission, to be guilty of:

i.           obtaining by wrongful support   of his/her candidature by any means, or

ii.         impersonating, or

iii.       procuring impersonation by any person, or

iv.        submitting fabricated documents or documents which have been tampered with or

v.          making statements which are incorrect , or false or suppressing material information , or

vi.        resorting to any other irregular or improper means in connection with his/her candidature for the selection, or

vii.      using unfair means during the test, or

viii.    writing irrelevant matter including obscene language or pornographic matter , in the script(s), or

ix.        misbehaving in any other manner in the examination hall, or

x.          harassing or doing bodily harm to the staff employed by the Commission for the conduct of their test, or

xi.        attempting to commit or , as the case may be, abetting the Commission of all or any of the acts specified in the foregoing clauses may, in addition to rendering himself/herself liable to criminal prosecution, be liable;

a.      to be disqualified by the Commission from selection for which he/she is a candidate , and/or

b.      to be debarred either permanently or for a specified period:-

i.           By the Commission from any examination or selection held by them.

ii.         By the State Government from any employment under them, and

c.       if he/she is already in service under Government, disciplinary action can be taken against him/her under the appropriate rules.

Important

1.      Candidate must read the details instructions for the candidates before filling up of form. He/she must fill the form strictly according to the instructions.

2.      Candidates must ensure that no column is left blank or wrongly filled, as information furnished therein would be used for deciding the eligibility and suitability of the candidate for being called for the interview. Application Form not filled correctly  and as per the instructions is liable to be rejected and the onus of such rejection would be on the candidate himself/herself. The Commission will not entertain any claim in respect of such rejection.

3.      Copies of the certificates should be attached in support of the information given in the form , where necessary. Any information contained in the attached certificates shall not be considered unless it is claimed in the Application Form.

4.      No fee payable however, application form might have same cost.

5.      Applications should be sent/delivered to the Controller of Examination J&K Public Service Commission Pragati Bavan, Rail Head Complex, Jammu /Polo Ground Srinagar.

·         Act means J&K Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1998.

 

·         Medical Board will give permanent disability certificate in case of such permanent disabilities where there are no chances of variation in the degree of disability. Wherever there is any chance of variation in the degree of disability, the Medical Board will indicate period of validity in the certificate.

 

N.B One of the Medical Officer should be specialist in the concerned disability.
